Background
UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
I. Organizational Context
The project “Making Aceh Safer Through Disaster Risk Reduction in Development” (DRR-A) is a joint Government of Indonesia – UNDP project, prepared to support Aceh’s Provincial & District governments in their efforts of reducing disaster risk in the area. DRR – A is designed to make disaster risk reduction a normal part of the local level development process, established in core functions of Aceh’s local government and their public and private partners especially in Aceh’s local communities where the most effective and direct actions can be taken to reduce physical, economic, and social vulnerability to disasters.
The project is aimed to produce four key outputs:
* Output 1: Institutional arrangement and enabling environment established to facilitate participatory and concerted implementation of DRR measures
* Output 2: Demonstration of gender sensitive projects implemented in selected locations to test and improve measures for reducing risk from natural disasters
* Output 3: TDMRC-UNSYIAH strengthened to provide science-based information, service and knowledge assistance to the local government and other DRR proponents in implementing their DRR activities.
* Output 4: DRR public awareness programmes implemented to promote a gender sensitive “Culture of Safety” among the people and institutions of Aceh
This project will be implemented by the Provincial Government of Nanggroe Aceh Darussalam (NAD) with the oversight of the National Government.
The incumbent, reporting directly to the National Project Manager (NPM), will be responsible for managing the overall implementation of outputs 1 and 2 of the project. In close coordination with his/her direct supervisor, the incumbent is expected to directly establish and maintain relationships with local government partners to ensure proper planning, implementation and monitoring of activities. The incumbent is also expected to coordinate a team of experts and directly supervise support personnel under her/his respective components in producing the project outputs and implementing activities as indicated in the project document.

PLANNING AND IMPLEMENTATION
1. Responsible to design, plan and implement activities to achieve output targets as described in the project document which among other are aimed to:
* a. clarify roles and responsibilities of provincial and local government agencies on disaster management to facilitate effective planning and implementation of risk reduction measures;
* establish a mechanism to facilitate effective coordination for multi-stakeholders process and improve crisis and emergency management systems;
* establish DRR policies, legislation and regulations to assign responsibilities to provincial and district government and to specify their functions, tasks and budgetary considerations;
* formulate Community-based Disaster Risk Reduction (CBDRR) guidelines and establishment core facilitators to implement CBDRR in selected locations as recommended by provincial government;
* integrate community action plans into local development planning and budgeting through Musrenbang and other mechanisms to ensure that adequate financial resources are allocated for CBDRR.
2. Promote overall project strategy, objectives and activities with the stakeholders and partner especially for outputs 1 and 2 of the project.
3. Support the strategic development of the project through identification of project opportunities and risks, and contribute to the refinement and reformulation of planned project outputs and activities, where necessary.

5. Prepare Terms of Reference (ToR), Letters of Agreements and other documents for required inputs (individual consultancy services, responsible parties, procurement of goods, organization of training, seminars, etc.), and provide expert technical support as required.
6. Consolidate and synchronize proposals of project beneficiaries with project annual work plan and targets, providing advice on the appropriateness as well as timeliness of these proposals according to established targets and timeframes.
7. Follow-up and ensure that required inputs are processed in a timely and transparent manner in line with UNDP procedures and policies.
8. Review project resource requirements and provide advice to the National Project Manager on the need for budget adjustments and revisions.
9. Develop and maintain existing networking and partnerships with project stakeholders and partners.
10. Ensure that relevant project outputs, best practices and lessons learned are captured and disseminated, complying with the quality requirements of the implementing agency, UNDP and other donors.
11. Perform any other tasks assigned to him/her by supervisor.
MONITORING AND EVALUATION
1. Monitor and evaluate activities implemented by partners using CPRU-UNDP Monitoring Requirement Guidelines as the main reference
2. Liaise with the Implementing Agency and UNDP on the conducting of project evaluation
REPORTING
Prepare progress reports (quarterly and annual/financial and substantive) for his/her specific outputs against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets, and inputs provided by the project. The written reports will be produced using CPRU-UNDP Monitoring Requirement Guidelines as the main reference.
III. Impact of Results
1. DRR practices established as part of the normal local development process.
2. Communities in Nanggroe Aceh Darussalam aware of and implement DRR principles in their day-to-day live.
3. Documented lessons learnt on DRR policies and practices in Aceh replicated, updated and when possible up-scaled in other provinces.

Required Skills and Experience
V. Recruitment Qualifications
Education:
* Master’s Degree or equivalent in Planning, Public Administration, Economics, Political Science, Social Sciences, Community Developments or a related field.
* Experience: Evidence of at least 2 (two) years of relevant experience at the national and provincial levels in development.
Language Requirements:
1. Proficiency in English language, spoken and written is essential. Capable to write reports, make presentations, provide training and facilitate/chair meetings, etc.
2. Native speaker of Indonesian and understanding of Acehnese is an advantage.
Other Requirements:
1. Demonstrated knowledge and experience in development projects and project management.
2. Familiarity with national and provincial planning system and public administration is preferable
3. Familiarity of UN systems and/or the UNDP system, rules and procedures is not a requirement but will be an advantage.
4. Familiarity with Government systems, rules and procedures is essential.
5. Experience in working with government agencies (central and local), civil society organizations, local community and international organizations is an asset.
6. Experience in the usage of computers and office software packages and in handling of web-based management system.
